Rows 29-36: Rep row 28. Do not fasten off at end of row 45. (1 block)
Fold panel in half matching short edges, work sl sts evenly spaced through both layers to opposite end of panel to create seam and form a tube, turn tube inside out. Do not fasten off, continue to work border.
Bottom Border
Rnd 1: Working along long edge of tube with RS facing, ch 1, sc in same place as seam, work
3 sc in each block around, join to first sc. (82 sc)
Rnds 2-5: Ch 1, sc in back lp of each st around, join in beg sc. Fasten off at end of rnd 5.
Top Border
Rnd 1: Working along opposite long edge of tube with RS facing, sc join (see Pattern Stitches)
in seam, work 3 sc in each block around, join to first sc. (82 sc)
Rnds 2-5: Rep rnds 2-5 of bottom border.
Handle
Ch 91,
Row 1: Working in back lps of chs, sc in first ch, sc in each ch across, turn. (90 sc)
Row 2: Ch 1, working in back lps of sts, sc in each st across, turn.
Row 3: Ch 1, working in front lp of sts, sc in each st across, turn.
Row 4: Rep row 2. Fasten off at end of row.
Finishing
Separate 24” lengths of yarn into 10 separate plies. Using photo as bead placement guide, thread each yarn ply through hand sewing needle and use doubled strand to sew beads and shells where desired on one side (Front) of bag. (Optional: If desired instead of yarn plies, use a doubled strand cream sewing thread for sewing on beads.) With RS of bag bottom facing, fold bottom edges of front and back together, working through both layers, sl st join (See Pattern Notes) in first st, sl st in each st across to create bottom seam. (41 sl sts)
Place a safety pin in center st at each side edge of bag. With handle RS facing, center one handle end behind pinned top edge of bag having first 3 rows below top edge. Use one strand of yarn and tapestry needle to sew handle to bag. Rep to add opposite end of handle to opposite top side edge of bag.
Bead Dangles (Optional)
Separate 3 plies from two 9” lengths of yarn to create six sets of 3 plies. Insert hook from bottom to top up through pinned st at top edge of bag, place center of 3 sets of 3 plies over hook and pull through st, remove hook, thread yarn ends through loop just made to create a lark’s head, pull ends gently to tighten and secure. Insert each end of each ply through dental floss threader, insert threader through desired bead, knot yarn below bead and trim excess to 3/8”. Rep to add second bead dangle to opposite side of bag.

I have never made a bag before, but I am curious as to how to keep the strap from stretching?
Straps WILL stretch a bit. You can prevent it some by making the strap wider, folding it in half lengthwise and placing a rope in the middle. Seam along the length. It will definitely give it more strength.
I have sewn fabric to the underside of the strap. It helps to prevent stretching and provides stability and support.
